POSITION CLASS DEFINITION:

This work involves the performance of moderately difficult duties involving keyboarding on a typewriter, word processor, microcomputer or mainframe computer terminal to prepare correspondence and enter data into databases. 

The work is performed under the general supervision of a higher-level employee permitting the exercise of independent judgment in carrying out details of the work.  Depending on the agency assignment, an incumbent may function as secretary to a department head.  Specific instructions may be given for new or unusual assignments.  Supervision may be exercised over the work of clerical employees depending on work assignments and office staffing pattern.  The incumbent does related work as required.

PRIMARY WORK ACTIVITIES:

--    Keys accounting and financial statements, statistical tabulations and data, letters, memoranda, vouchers, reports, requisitions, and other materials, working from rough draft or from data which is personally developed;

--    Reviews accounts, reports, payrolls, and other documents for completeness, accuracy, and conformity to established procedures, rules, and regulations;

--    Collects fees and other funds for service activities and charges to specific accounts for bank deposits;

--    Conducts routine correspondence on matters where policies and procedures are well defined;

--    Assembles a variety of data from office records for incorporation into various reports and records;

--    Maintains personnel records and prepares and keys payrolls;

--    May act as unit or department liaison between public and agency program personnel;

--    May schedule and coordinate agency activities with vendors, customers, and the public;

--    Performs and oversees the typing, processing, indexing, sorting, recording, and filing of a variety of records and reports;

--    Maintains records of receipts and expenditures for specific functions of the agency;

--    May prepare news releases of agency activities;

--    Answers telephone, provides information to callers, takes messages, and makes appointments;

--    Assists in agency budget preparation;

--    Operates photocopier, calculating, dictating, and other office machines;

--    May assign and review work of subordinates and instruct new employees in specialized clerical and keyboarding work of a unit;

--    Orders supplies and equipment from vendors in support of agency programs upon advice and direction of a superior;

--    May take the meeting minutes of a Board or Commission.

KNOWLEDGE, SKILLS AND ABILITIES:

GOOD KNOWLEDGE OF: 108.office terminology, practices, and procedures; 21. business arithmetic; 22. business English;  135. principles and practices of supervision;    

ABILITY TO: 127. perform prolonged fine-finger movement on a keyboard at a predetermined rate of speed and accuracy; 125. perform detailed work involving visual effort and strain;  25.communicate effectively, both orally and in writing;    179.5  set up forms, charts and tabular listings; 209. understand and follow oral and written instructions; 238. write legibly; 230. use microcomputer software; 119. organize and maintain records and files; 137. plan, assign, and review the work of others.

MINIMUM QUALIFICATIONS:

A.         Graduation from high school or possession of an equivalency diploma and two years of experience in a clerical position involving keyboarding; OR

B.         Completion of 60 semester credit hours at a regionally accredited or NYS registered college or university which must have included at least twelve credit hours in  secretarial science; OR

C.         Three years of clerical experience which involved keyboarding; OR

D.       An equivalent combination of training and experience as defined by the limits of "A," "B," and "C" above.
